Open Enrollment

Selecting a health plan for yourself and your family is one of the most important decisions you will make. This decision involves balancing the premium cost of each plan, along with other features, such as access to doctors and hospitals, pharmacy services, and maximum out of pocket expenses. This is your opportunity to evaluate your needs and determine which plan is right for you and your family for the next year.

Changes made during Open Enrollment will become effective January 1, 2019.

This year’s Open Enrollment is from November 5, 2018 through November 30, 2018.

During Open Enrollment you can:
  • Change your health plan
  • Add eligible dependents to your health coverage
  • Delete dependents from your health coverage
  • Discontinue your existing medical plan coverage (provided you have alternate coverage)
  • Enroll in a City sponsored medical plan if you are currently opting out

If you decide to keep your current plan and are not making any changes, you will still need to go into your Benefitfocus account and approve your 2019 health plans. Your current health plan will continue to the next year and your rates will automatically update

Please click on your bargaining group to view your health insurance rates for plan year January 1, 2019 – December 31, 2019.

Important Dates

  • The open enrollment period will begin Monday, November 5, 2018 and will end on Friday, November 30, 2018.
  • Informational classes will be offered beginning November 13, 2018.
  • Health Benefits Fair will be held Thursday, November 8, 2018 from 9am - 3:00pm at City of Modesto, Tenth Street Place - Room No. 2001
  • All changes must be submitted on Benefitfocus by 5:00 p.m. on Friday, November 30, 2018.
  • Elections made during open enrollment will become effective January 1, 2019.
