Cannabis Permit Information
The Permit Application process will occur in two phases:
Phase 1: Background Check and Zoning Clearance
All applicants must pass a LiveScan background check and receive approval from City of Modesto Planning Division for the intended business location. Phase 1 must be completed before continuing to Phase 2.
Phase 2: Completion of all other permit requirements found in the Commercial Cannabis Ordinance as approved by
City Council on January 16, 2018.

Prior to submitting your permit application, each applicant will need a receipt showing that the required background check(s) has/have been ordered as required.

Complete your Permit Application
Be sure to use the correct version - there is a version for Dispensary (Retail) businesses, and another version for all other commercial cannabis businesses.
- Phase 1 Non-Retail Commercial Cannabis Permit Application (PDF)- Use this application if you are applying for a permit for any Cannabis business in the City of Modesto other than retail.
- Phase 1 Retail Dispensary Commercial Cannabis Permit Application (PDF) - Use this application if you are applying for a permit for a retail cannabis business in the City of Modesto.
Pay your Permit Application Fee
Phase 1 (background check, zoning clearance) Application Fee - $4,750
Payment in full of the Permit Application fee is required when submitting a Phase 1 Permit Application. Payment may be by Personal Check, Cashier's Check, Money Order, or major Credit Card (Visa, Mastercard, Discover, subject to 2.4% credit processing charge).
If you have met all Phase 1 Permit Application submittal requirements, bring your completed Phase 1 Permit Application with background check receipt and permit application fee payment to the City of Modesto Planning Division, 1010 Tenth Street, Suite 3300, Modesto, CA 95354. Public hours are from 8:30 AM to 4:30 PM Monday through Friday except Holidays.
Commercial Cannabis - Permit Fee Schedule
The City Council adopted application fees on December 12, 2017. The application fees are:

Please note that in addition to application fees, there will also be annual permit fees. These are being finalized and will be posted here and via Modesto City News along with a link to the final adopted Council Resolution.
