How much is the rate increase, and how will it affect my monthly bill?

On April 1, 2020, the water rate will increase by 9%.  Since the new rates takes effect April 1st, your bill will have prorated charges on it.  The old rate will be used for water charges prior to April 1st, and the new rate will be used for water charges after April 1st.
